Better accessibility can only be encouraged. I think it is a fine initiative.
Accessibility not only enables the disabled people to access content but it also makes them feel that they are the useful chunk of this universe. Hence, they get connected to the outer high tech world.
This is nice one. When I watch on SKY, I observed that it has enough detailed subtitled for deaf people like they explain the actions or emotions.
